Tampering of data and hacking is one of the reasons that adsense accounts for Indians are not so easily approved. But still there is no rule which said that Indians are not able to create adsense accounts. Your adsense account will definitely get approved if meet the criterias for the same.
There are many third party web sites like ISC that have been approved by google to allow to create adsense account through them.

Though Adsense approval for Indians has now become a bit tough but it it is not impossible. There are generally three ways of getting Adsense:
1. Site Owner: If you have created your own site and it is working online, you can get an Adsense account for it. The condition is that your site should be popular and gather a good traffic. Its indexing in the Google should also be high. So it is advised to make your site popular first and then apply for Asense.
2. Blogs: Blogs are another means of getting Adsense approval from google. Just go to blogspot.com and create a blog their with good layout and quality content. Choose such a topic to make a blog on which you can add loads of content. Make your blog popular so that it gathers good traffic from google. After a certain period when you feel that your blog is quite famous, you can apply for Adsense and get the approval.
3. Adsense Revenue Sharing Sites: This is the best choice to get the Adsense approval. There are some web sites that provides Adsense Revenue sharing programme. For example:

These sites provide a good platform for you to contribute and get Adsense. The main advantage of such sites is that you need not to have to work for generating traffic.
