GLOBAL MARKETS: European Stocks Mostly Up, But Caution Apparent
-- Investors hoping for a nod toward quantitative easing by Ben Bernanke
-- Spain's IBEX outperforms after well-received T-bill auction
-- Alcatel-Lucent slumps on profit warning; Nokia follows suit
By Michele Maatouk & Andrea Tryphonides
Most European stocks were marginally higher and the euro was up against the dollar Tuesday, although a note of caution was apparent as investors await the start of Federal Reserve Chairman Ben Bernanke's two-day testimony before Congress, hoping for at least a nod toward further quantitative easing to boost the U.S. economy.
Day one of Mr. Bernanke's testimony in front of the Senate Banking Committee begins at 1400 GMT. Recent mixed fundamental data, including disappointing U.S. retail sales for June released Monday, have increased hopes for the Federal Reserve to make a move.
"Mr. Bernanke's testimony comes at an interesting time with many U.S. economists slashing their second-quarter [growth] numbers," said Deutsche Bank.
"We can't help thinking that without a significant policy response it will be tough to avoid a recession over the coming year. A lot rests in the fairly constrained hands of Bernanke, Congress and the Senate," concludes Deutsche Bank.
Most equity markets held their own Tuesday, although indexes were off earlier highs and it looked as though some caution was creeping in ahead of Mr. Bernanke's testimony. Indeed, not all commentators were convinced that easing is on the cards any time soon. "We still expect Bernanke to reiterate that the Fed is ready to act if action is needed, but to fall short of providing guidance that further easing is indeed imminent," said Barclays.
Meanwhile, data out of Germany gave investors little to cheer about, showing economic expectations fell for a third straight month in July to hit the lowest level since January. The ZEW's economic expectations index fell to -19.6 from June's unrevised -16.9, compared with expectations for a drop to -20.0. ING said the data will add to growing concerns about the strength of the German economy. "However, throughout the financial crisis, the ZEW index has rather been a euro crisis thermometer than a good leading indicator for German growth," ING added.
At 1025 GMT, the benchmark Stoxx 600 index was down 0.1% at 256.52. Germany's DAX was up 0.3% at 6583.35 and France's CAC-40 was 0.3% higher at 3190.84. London's FTSE 100 was faring worse than its peers and giving up early gains to trade down 0.3% at 5642.89, despite the release of better-than-expected data, which showed U.K. inflation fell to its lowest level in two-and-a-half years in June. The annual increase in the consumer price index was 2.4% in June, down from 2.8% in May and much lower than a consensus forecast of 2.8%.
Spain's IBEX-35 significantly outperformed its European counterparts, up 1% at 6599.10 following a well-received Spanish Treasury bill auction. Spain sold 3.562 billion euros ($4.362 billion) of 12- and 18-month treasury bills, which was more than planned, and yields fell sharply. Still, the tougher task will be Spain's bond auction on Thursday.
Italy's FTSE Mib was up 0.3% at 13,702.04, off earlier highs but still faring pretty well considering the downgrade of a whole host of Italian banks by Moody's Investors Service late on Monday. The ratings firm lowered its long-term ratings on 10 Italian banks following its downgrade of Italy's government bond rating last week. But the move was expected and overall, Italian banks weren't doing too badly. Intesa Sanpaolo was down 1.1%, but UniCredit was up 0.1%.
In company news, telecom equipment maker Alcatel-Lucent slumped 15.2% after issuing a profit warning, citing weak economic conditions. Peer Nokia followed suit, dropping 4.8%, as investors grew nervous about its quarterly results Thursday.
Elsewhere, Barclays was up 2% as the interbank lending rate manipulation scandal rumbled on. Paul Tucker and Mervyn King, deputy governor and governor of the Bank of England, respectively, were appearing in front of a parliamentary committee.
On foreign exchanges, the dollar was weaker against the euro on concerns that the slowing economy may prompt the Fed to ease monetary policy as a stimulus measure. The euro was up at $1.2290 by 1025 GMT, from $1.2272 late Monday in New York. However, the dollar clawed back gains against the yen, fetching Y79.01 from Y78.86 Monday.
In other asset classes, spot gold was up $5.80 at $1,595.50. The August Nymex crude contract was $0.24 higher at $88.67 and the September Brent contract was $1.12 higher at $104.49. The September bund was down 0.22 at 144.82 as investors moved back into assets such as equities.
At 1025 GMT, U.S. futures were pointing to a slightly higher open on Wall Street, where Goldman Sachs, Johnson & Johnson and Coca-Cola are among the companies slated to report second-quarter earnings.

Credit Card Clash – A World Trade Organization panel concluded that China’s tight control of credit card transactions discriminates against U.S. companies. The Wall Street Journal reports that the WTO ordered China to end restrictions against foreign credit card issuers, to ensure a level playing field. For now, companies like Visa and Mastercard must partner with Chinese card issuers and allow China UnionPay to process domestic transactions. A Mastercard spokesperson said the decision will make business opportunities in China “all the more interesting.”
Anti-Nuke Campaign – Monday’s anti-nuclear demonstration in Tokyo’s Yoyogi Park was the largest in decades, with roughly 170,000 protesters demanding an end to nuclear power in Japan, according to organizers. The Global Post reports that the latest protest is “a sign that popular opposition to atomic power has endured” since the meltdown of the Fukushima nuclear power plant in March 2011. In June, Japanese prime minister Yoshihiko Noda authorized the restart of a reactor at Oi Nuclear Power Plant, even though polls show that most of the Japanese public is against restarting reactors.
Chemical Weapons –The BBC interviews the Syrian’s government’s most senior defector, who has not ruled out Bashar Assad’s regime using chemical weapons against the opposition. Nawaf Fares, the country’s former ambassador to Iraq said,”There is information, unconfirmed information of course, that chemical weapons have been used partially in the city of Homs,” describing Mr. Assad as “a wounded wolf and cornered.” He also made the surprising suggestion that the Syrian government has been collaborating with al-Qaeda in coordinating major bombings throughout Syria, claiming, “There is enough evidence in history that lots of enemies meet when their interests meet.”
Out With the Old – Reuters analyzes whether the replacement of North Korea’s most senior military official, Ri Yong-ho, with relative unknown Hyon Yong-chol is part of Kim Jong Un’s “bid to impose authority on a military that has been the backbone of his family’s long rule over the isolated state.” While the young leader has “already stamped his image on North Korea,” frequently being filmed in public in contrast to “the austere, reclusive image of his father,” Reuters notes that “he appears to have done little, if anything, to address the desperate economic situation he inherited from his father in a country where average incomes are estimated by South Korea at just $1,200 a year.”
First Female – Nkosazana Dlamini-Zuma has been appointed the first female head of the African Union, the Independent writes. However, her position as the wife of former South African president Jacob Zuma has fuelled “accusations that the nation is looking to dominate the politics of the continent.” Following “a bruising six-month leadership battle, which highlighted lingering divisions between Africa’s Anglophone and Francophone nations and deflected attention from crises, such as the conflict in the Sudans and DR Congo,” Dlamini-Zuma beat the Cameroonian incumbent Jean Pin with 60% of the vote from the 54-nation bloc.

Mumbai attack: India snubs Pak on court rejection of evidence
"Our belief is that the evidence collected by the Commission is of evidential value," Home Secretary R K Singh told reporters here.
He was reacting to the ruling of a Rawalpindi court today which said all findings of a judicial commission that visited India were illegal and could not be made part of the evidence against the 26/11 accused.
The court is hearing the terror case against seven 26/11 accused, including Lashkar-e-Toiba commander Zakiur Rehman Lakhvi.
Singh said New Delhi was aware of the ruling of the Pakistani court and would seek a copy of it from the authorities there through Indian High Commission in Islamabad.
"After we go through the judgement we will discuss with the Pakistan government as to what they propose to do about it," he said.
In a setback to the prosecution of seven suspects charged with involvement in the 2008 Mumbai attacks, judge of the Rawalpindi based anti-terrorism court no. 1, Chaudhry Habib-ur-Rehman said in an order that all the proceedings and the report of the Pakistani judicial commission that visited Mumbai in March were "illegal".
The lawyers defending the accused had opposed the report of the Pakistani commission, saying it had "no legal value" as the panel was not allowed to cross-examine witnesses during its visit to Mumbai.

American Idol': Judges panel in limbo, show in need of overhaul
Steven Tyler surrendered his seat on the panel on Thursday and Jennifer Lopez stepped down on Friday.
Unless you are a talented singer that wants to audition for the upcoming season, “American Idol” is typically far from the minds of most Americans in July.
Shakeup
With the show experiencing its sharpest viewership decline during Season 11, a good shakeup on the judging panel is a sure way to kick start the show, right?
Don’t hold your breath.
New judges are a great way to catch peoples’ attention for a little while, but if they’re going to be cream puffy with their critiques of the aspiring contestants, that interest is sure to fall off.
Lopez’ inability to provide constructive criticism—which almost always comes in the form of blunt and harsh critiques—is part of the reason I began losing interest in the show for most of Season 11.
Steven Tyler was an attention grabber when he joined the show for Season 10, but even his uniqueness became boring during Season 11. Couple that with his seeming disinterest and spaced-out evaluations for most of this past season, and you’ve got a good indicator of what’s causing the show’s deflated ratings.
Concept
The judges’ table is only part of the problem. Basically, what we have in the case of “American Idol” is a concept that is simply running its course with the American public.
It’s easy to sit in a critic’s chair—which I do quite adeptly—and point out what’s wrong with the program, but the fact is the show’s ratings are still among the best on TV.
In other words, the “American Idol” isn’t going anywhere for at least the next year.
Since we’re stuck with another season, let’s at least make the best of it by placing celebrities with some current level of relevance to the music industry on the judging panel.
Replacements
As is the case with any “American Idol” judge departure, rumors begin swirling about possible replacements within minutes of the outgoing judges’ farewells.
The legendary Aretha Franklin has benevolently offered her services for the upcoming season—and I doubt those services would be free—but seriously, when’s the last time she’s been relevant to the pop music scene?
Charlie Sheen, Adam Lambert and Mariah Carey have been part of the rumor mill of possible replacements and—as far as pop culture relevance goes—would be better additions than Franklin.
In an article published last Thursday, I suggested four replacements that I think would be solid additions to the judges table.
You’ll need to view that article’s slide show to see them all, but there’s one I’d like to make a huge pitch for here.
Jimmy
Jimmy Iovine is a respected and accomplished music producer who’s been on “American Idol” as a mentor for the past few seasons.
Since Simon Cowell’s departure following Season 9, Iovine’s role has been expanded to include blunt and honest evaluations of each contestant’s performance during the results show.
Iovine doesn’t tiptoe around when he critiques the contestants’ performances, which makes him ideal for the judging panel.
Hey, producers! Let Jimmy tell it like it is!
Format
Another revamp that would be good for the show is to let the judges take over during the live shows.
Everyone knows that once the live shows get underway, ability can easily take a back seat to popularity, making the show’s outcome more a matter of public relations than talent.
I realize popularity is part of what makes a pop music idol, but how about we wholeheartedly go after talent for a change?
Who better than the judges—who will presumably be experienced in the music industry—to whittle the talent pool down to the single most talented contestant?
You could keep viewers involved in the show by allowing them to continue to vote, but only as an accessory to the judges’ verdict. Like a news poll does for a high-profile court case.
No matter who fills the seats vacated by Tyler and Lopez, there is a lot that needs to be done to save the sinking ship we know as “American Idol.”
Women score higher than men in IQ tests
In the past 100 years women have lagged behind men by five points, but it appears the gap has closed.
James Flynn, an expert in IQ testing, has published the results, claims this is because the demands of the modern age have raised intelligence standards.
He says: 'In the last 100 years the IQ scores of both men and women have risen, but women’s have risen faster.
'This is a consequence of modernity. The complexity of the modern world is making our brains adapt and raising our IQ.'
It is believed that women have always had the potential to do better but are only just now realising it after juggling family life with building a career.
Flynn also says: 'The brains of modern people are growing differently and showing increased cognitive complexity which we measure as increases in IQ.
'This improvement is more marked for women than for men because they were disadvantaged in the past.'
He does believe, however, that more data is needed to completely explain the trend.
IQ tests: women score higher than men
But now the gap has closed and females have stolen the lead.
The results have been published by James Flynn, a world-renowned expert in IQ testing, who believes the demands of the modern age are raising standards of intelligence.
He said: "In the last 100 years the IQ scores of both men and women have risen, but women’s have risen faster.
"This is a consequence of modernity. The complexity of the modern world is making our brains adapt and raising our IQ."

Brainier than the male

One theory for the result is that the demands of juggling family life and building a career have made women more intelligent.
Another theory is those women have always had the potential for higher results, but are only now realising it.
Flynn, who will publish the findings in a new book, added: “The brains of modern people are growing differently and showing increased cognitive complexity which we measure as increases in IQ.
“This improvement is more marked for women than for men because they were disadvantaged in the past.”
But he said more data was needed to explain the trend.
Supporting the notion that women are more than capable of taking on the stereotypically-male hunter-gatherer role, is Helena Jamieson, 33, a consultant who studied English literature at Cambridge.
On her marriage to stay-at home father Luke, 37, she said: “We have done the role reversal. I’m definitely the more intellectual person in the relationship and I’m at work full time while he is raising our daughter.
“I think women probably always knew deep down that they were the more intelligent ones – but as the gentler sex we were quiet about it and let men continue to believe they ruled the world.”
IQ tests, women are now officially smarter than men
For the first time in history, western women are scoring higher than men on IQ tests, according to Professor James Flynn, a widely recognized authority on intelligence quotient testing.
Both genders’ IQ scores have improved over the past century, yet women’s scores typically lagged four or five points behind, Flynn told the Star.
But in the last few years, women’s scores have risen faster and surpassed the men’s results by about one point, according to data Flynn compiled from testing agencies and academics in Australia, New Zealand, South Africa, Estonia, Argentina and Israel.
“Where women had a full opportunity to embrace modernity, women now either equal or slightly surpass men,” said Flynn, emeritus professor of psychology and philosophy at New Zealand’s University of Otago. He spoke to the Star by phone from Oxford, England.
Israel was the only exception to Flynn’s research, which will be published as the book Are we getting smarter? in September. Israeli women remained two points behind men (98 points versus the average man’s 100), “entirely due to the Orthodox women who are cloistered from the world.”
Canadian men weren’t studied, but — sorry, gentlemen — the trend likely holds here, too. Since Canada’s educational profile is in line with other developed countries, it is “fair to say” that if a man’s IQ score was 100, his female counterpart would score 101. (Although little data exists for the developing world, it appears women’s scores are also rising in Turkey, Brazil and Kenya.)
Women are also more likely to qualify for post-secondary education than men with the same IQ, according to Flynn’s findings. Among high school students, females with an IQ of 100 scored As and Bs, whereas males with the same IQ received Bs and Cs. Perhaps girls are more conscientious, or boys simply have trouble adapting to formal education, Flynn suggested.
“Not only are women as bright as men, but they’re surpassing them academically because of certain character traits.”
Flynn garnered his data from standardization samples for the Raven’s Progressive Matrices IQ test. His subjects ranged in age from 10 to 30-years-old.
There is little evidence to explain why women seem to have won this battle of the sexes, but potential theories include: Women were historically disadvantaged and have since caught up; multi-tasking between family and work boosts women’s smarts; or, women are inherently more intelligent.
Before women feel too self-satisfied, it must be noted that IQ tests aren’t without controversy. These tests measure and reward the kind of intelligence valued by university-attending types in developed nations, and neglect cultural intelligence that might be equally prized in different settings.
And while British men and women may have about the “same competence for the modern world,” Flynn found the men had better spatial skills while women excelled verbally — he suggested women are better suited to be lawyers than London taxi drivers.
That tidbit might resonate with the mayor of German town Triberg. As a publicity stunt, he designated two hard-to-maneuver parking spaces in the town parking garage as “men only” — he told the local papered that “men are, as a rule, a little better at such challenges.”
Women Beat Men on IQ Tests For First Time
“Over the last 100 years, everyone in the developing world has been gaining about three IQ points, but women have been gaining faster,” Flynn told ABC News. “This is the result of modernity. In every country where women have an equal chance of modernity, women have caught men [in IQ testing].”
Flynn has not yet published the results of his study, saving that for a book he will publish in September. But he told ABC News that he collected data from Australia, New Zealand, South Africa, Estonia and Argentina on scores on a standard IQ test, called the Raven test. Each country tested at least 500 men and 500 women, most between the ages of 15 and 18, Flynn said.
“In all of those samples, women are the equal of men, perhaps scoring a half point or a point higher,” Flynn said.
The changes, Flynn said, can be explained by changes in opportunity and education that have come about in the last century — for example, less reliance on rote memorization in education and an emphasis on improving logic and analytic skills.
“As we enter the modern worlds, our minds change just as our automobiles have changed,” Flynn said. “Where women can have an equal chance to interface with the modern world, they equal on IQ and surpass on academic performance.”
He said there is no reason those advantages shouldn’t go on to help women in the occupational and professional sphere, though there are other social factors affecting women’s success in those arenas.
Deciding which is the smarter sex is an ever-controversial topic of conversation and scientific research. Studies of animals and humans have found definite differences between males and females, in things like brain size, verbal and spatial abilities and brain disorders, such as depression and schizophrenia. It’s mostly unclear, though, how those differences translate to behavior.
Women smarter than men in developed world
Women were as much as 5 points behind men when IQ testing began a century ago, but then gap -- which led some psychologists to propose a theory that women's brains are genetically inferior to men's -- has been narrowing in recent years and this year women moved ahead, The Australian reported.
Study author James Flynn, an international authority on IQ tests in New Zealand, collected IQ data in 500 men and 500 women ages 15-18.
The study found male and female IQs were almost identical in Australia, but in New Zealand, Estonia and Argentina, women scored marginally higher than men.
IQ scores of men and women rose during the past century, but women's rose faster with -- the improvement more noticeable in women than men because they were more disadvantaged in the past, The Australian said.
In the 1980s, Flynn showed IQ scores in developed countries increased about three points a decade -- making the IQ scores of modern Caucasian Westerners about 30 points more than those living 100 years ago, the Australian said. This "Flynn Effect" showed IQ was not genetic and could be improved.
Flynn said his findings will be included in a book coming out this year.
